Can I ask what is scouting exactly?
Well, basically it's a way to invite users into the main area of the art portal, instead of the unscouted area, like I just linked to. It works with a user vouching for another users credability/art quality, sending them an invite (it appears via PM), and once they're accepted: they're in! A new branch on the tree of scouted artists, with the ability to scout artists themselves if they want to, or just keep submitting as usual with a bit more views.
